So read every number here as a planning tool. Multiply your square footage by the low end and the high end, and you have a bracket. Where these numbers are solid and where they are thin
Most rows in that table are backed by more than one published source that landed in roughly the same place, which is why you can lean on them for a budget. Three spots deserve honesty.
First, milling. The figure of about 0.28 to 1.33 per square foot comes from a single source, and it moves with the depth being removed. Treat it as a rough guide, not a market consensus. Second, the saw-cut full-depth patch figure of 4 to 12 per square foot also rests on one source. It is plausible for the work involved, but one source is one source.
Third, mill-and-overlay. You will see that phrase on almost every commercial proposal, yet no published source gives it as a single per-square-foot figure. The guides price milling and overlay as separate steps. You can add the two ranges to get a loose bracket, but that sum is not a published number and this page will not dress it up as one. When you want a real figure for mill-and-overlay on your lot, the contractor who measures the milled area and specifies the overlay thickness is the only one who can give it to you.
The planning assumptions behind the worked examples
Owners usually know how many parking spaces they have, not how many square feet of asphalt. To turn a space count into an area, the examples below use a planning rule of thumb: roughly 300 to 350 square feet of pavement per parking space, counting the drive aisles that serve it. That is not a published figure. It is a common way to rough out a lot before anyone measures it, and a lot with long entry drives, a loading area or wide landscaped islands can run well outside it. Your site plan or a contractor’s measurement replaces it.
For striping, the examples price standard stalls at the published 5 to 20 per stall and price each accessible stall at the published 25 to 50 each, so every stall is counted once. Where a linear-foot cross-check helps, the assumption is about 20 linear feet of painted line per stall, which covers one stall-length line plus a share of end lines. Arrows, crosswalks, fire lanes, curb paint and signage are left out of every example.

Worked example one: a 20-space retail lot
Picture a small strip of shops or a standalone restaurant with 20 spaces out front.
Area. 20 spaces times 300 square feet is 6,000 square feet. 20 spaces times 350 square feet is 7,000 square feet. The lot is somewhere around 6,000 to 7,000 square feet.
Accessible stalls. Table 208.2 requires 1 accessible space for a lot of 1 to 25 spaces. Because at least one of every six accessible spaces must be van-accessible, and a fraction of six still counts, that single space is the van-accessible one. That leaves 19 standard stalls.
New asphalt paving. At 2.50 per square foot, 6,000 square feet is 15,000 dollars. At 10.00 per square foot, 7,000 square feet is 70,000 dollars. The bracket runs about 15,000 to 70,000 dollars. That spread is real: the low end assumes a clean, well-drained site where the base needs little work, and the high end reflects excavation, new base rock and drainage corrections on a small footprint where mobilization weighs heavily on every square foot.
Sealcoating. 6,000 square feet times 0.20 is 1,200 dollars. 7,000 square feet times 0.50 is 3,500 dollars. Bracket: about 1,200 to 3,500 dollars.
Striping. 19 standard stalls times 5 is 95 dollars; 19 times 20 is 380 dollars. The one accessible stall adds 25 to 50 dollars. Striping total: 95 plus 25 is 120 dollars at the low end, and 380 plus 50 is 430 dollars at the high end.
Seal and restripe together. 1,200 plus 120 is 1,320 dollars; 3,500 plus 430 is 3,930 dollars. Bracket: about 1,320 to 3,930 dollars.
Here is the catch on a lot this size. Per-square-foot ranges assume the crew and equipment are already on site. On a 20-space lot, the cost of hauling a sealer rig, a striping machine and a crew to the property is spread over very few square feet, so many contractors apply a minimum charge that can push a small job above the arithmetic. That is why the high end is the safer planning number for a small lot, and why a proposal that looks steep per square foot may still be fair. Published ranges, not a quote.
Worked example two: a 100-space office lot
Now take a suburban office building with 100 spaces wrapping the front and one side.
Area. 100 times 300 is 30,000 square feet; 100 times 350 is 35,000 square feet.
Accessible stalls. A lot of 76 to 100 spaces needs 4 accessible spaces under table 208.2. Four is fewer than six, so at least one of the four must be van-accessible. That leaves 96 standard stalls.
Sealcoating. 30,000 times 0.20 is 6,000 dollars. 35,000 times 0.50 is 17,500 dollars. Bracket: about 6,000 to 17,500 dollars.
Striping. 96 standard stalls times 5 is 480 dollars; 96 times 20 is 1,920 dollars. Four accessible stalls at 25 each is 100 dollars, and at 50 each is 200 dollars. Striping total: 580 to 2,120 dollars.
Linear-foot cross-check. Using the assumption of about 20 linear feet per stall, 96 standard stalls is about 1,920 linear feet of line. At 0.20 per linear foot that is 384 dollars; at 1.00 per linear foot it is 1,920 dollars. That lands close to the per-stall bracket, which is a good sign the two published striping figures describe the same work.
Seal and restripe together. 6,000 plus 580 is 6,580 dollars. 17,500 plus 2,120 is 19,620 dollars. Bracket: about 6,580 to 19,620 dollars.
If the lot needs resurfacing instead. Using the band where most published overlay figures sit, 2 to 5 per square foot: 30,000 times 2 is 60,000 dollars, and 35,000 times 5 is 175,000 dollars. The full published overlay range of 1 to 7 would stretch that bracket from 30,000 to 245,000 dollars, which shows how little a bare overlay number means before someone has looked at the base and decided whether milling is needed.
An office lot usually gives a contractor room to work. Tenants leave in the evening, weekends are quiet, and the lot can often be split into two halves so half the spaces stay open. That flexibility tends to help the price. The contractor who walks the site still sets the number.
Worked example three: a 300-space apartment community
Last, a garden-style apartment community with 300 spaces spread across several buildings.
Area. 300 times 300 is 90,000 square feet; 300 times 350 is 105,000 square feet.
Accessible stalls. Table 208.2 sets 7 accessible spaces for a lot of 201 to 300. The standard calls for one van-accessible space for every six accessible spaces or fraction of six, so 7 means at least 2 van-accessible. That leaves 293 standard stalls for the arithmetic. One honest caution: the 2010 standards carry separate provisions for parking that serves residential dwelling units, so a community’s real count can differ from what the table alone gives. Treat 7 as the planning figure and confirm the count with whoever designs the layout.
Sealcoating. 90,000 times 0.20 is 18,000 dollars. 105,000 times 0.50 is 52,500 dollars. Bracket: about 18,000 to 52,500 dollars.
Striping. 293 standard stalls times 5 is 1,465 dollars; 293 times 20 is 5,860 dollars. Seven accessible stalls at 25 each is 175 dollars, and at 50 each is 350 dollars. Striping total: 1,640 to 6,210 dollars.
Seal and restripe together. 18,000 plus 1,640 is 19,640 dollars. 52,500 plus 6,210 is 58,710 dollars. Bracket: about 19,640 to 58,710 dollars.
Scale works in your favor here. A sealer crew covering 90,000 square feet spends most of its day applying material rather than setting up, so large lots tend to price toward the lower end of the per-square-foot range. The complication is people. Residents park overnight, so the work has to be phased building by building, with notices posted days ahead and a plan for cars that do not move. Each extra phase is another setup, and a community that insists on many small phases will pay for them. Again: published ranges, not a quote.
Base condition: the number nobody can see from the curb
The biggest single swing in any asphalt price is what sits under the surface. Central Florida lots are mostly built on sand, and sand is only as stable as the base rock and compaction laid over it. When water gets through open cracks and into that base, the sand shifts, the surface loses support, and the drive lanes start to show alligator cracking and soft spots. A sealcoat over that damage is money spent on appearance.
Before any contractor can price an overlay or a full rebuild, they need to judge how much of the base is still doing its job. Sometimes that is obvious from the cracking pattern. Sometimes it takes a few cores or test cuts. The region’s karst geology adds another variable: a depression that keeps growing may point to something below the base entirely, and that is a question for an engineer before it is a question for an asphalt crew. None of this appears in a per-square-foot range, and all of it can move a real price well past one.
Drainage and water on the lot
Orlando gets roughly fifty inches of rain a year, most of it in summer afternoon storms from June through September. A lot that sheds that water to its inlets and retention pond ages slowly. Phasing, night work and traffic control

Fresh sealcoat needs traffic kept off for 24 to 48 hours, and striping goes down after the coat cures, so a busy lot may need the sections sequenced across several days. Mobilization and the small-job minimum
Mobilization is the cost of getting equipment, material and people to your site and set up. On a large job it disappears into the per-square-foot price. On a small job it can be the largest line. A pothole patch on a 20-space lot, a single restripe of a drive-through lane, or touch-up paint on four accessible stalls all involve a trailer, a truck, fuel and a crew’s morning, whether the work takes two hours or eight.
That is why small jobs often carry a minimum charge that no published range will show you. One practical answer is bundling. If your lot needs crack filling this spring and a restripe next year, doing both in one visit, or pairing your job with a neighboring property managed by the same company, can spread the mobilization over more work.
Accessibility upgrades when a lot is altered
Work on a parking lot can bring accessibility into scope. When a lot is restriped, resurfaced or reconfigured, the owner may find that the accessible stall count, the van-accessible space, the access aisles, the slopes at those stalls or the signage no longer line up with current standards. Whether and how much upgrade a given project triggers is a legal and design question that depends on the specifics of the work, so this page will not state a rule for it.
What matters for cost is simple: if accessibility corrections come up, they can add paint, signage posts, regrading at the accessible stalls or concrete work at a curb ramp. The per-stall accessible figure of 25 to 50 each covers the painted stall and symbol, not concrete or signposts. Raise the question early with your contractor and, where needed, a design professional, so it lands in the budget instead of surprising it.
What published ranges leave out
Every range in the table covers the core work only. Unless a proposal says otherwise, expect the following to sit outside those numbers:
- Base repair, excavation or new base rock beyond a stated patch allowance.
- Drainage corrections, regrading and any stormwater review on new hard surface.
- Engineering, surveying, testing and layout design for a changed lot.
- Permit fees and the time spent getting a permit, where one is required.
- Concrete curbs, sidewalks, curb ramps, wheel stops and dumpster-pad slabs.
- Accessible-parking signposts and other signs.
- Night-work premiums, extra phases and traffic control.
- Mobilization minimums on small jobs.
- Resident or tenant notices, towing of unmoved vehicles and after-hours coordination.
None of those are hidden fees in a well-written proposal. They are simply work a per-square-foot figure was never built to describe.
Permits: no published rule for Orange County or the City of Orlando
We looked, and no published source states a permit rule for sealcoating, striping or asphalt work in Orange County or the City of Orlando. That is not the same as saying no permit is needed. Some Florida cities require a permit even to reseal or restripe a parking lot. Unincorporated Orange County, the City of Orlando, Winter Park, Apopka, Ocoee and the other cities in the county each run their own permitting office, and properties just over the line in Osceola or Seminole County answer to those counties or to their own city.
The practical step is a call or an online check with the office for the jurisdiction your property sits in, before work is scheduled. Ask specifically about resealing, restriping, a changed layout and new pavement, because the answer may differ for each. Ask your contractor who pulls the permit and whether the fee is in the price.
How to read a commercial proposal line by line
A good proposal lets you check every number against the ranges on this page. Work through it in this order.
Measured quantities. The proposal should state the square footage of pavement, the linear feet of cracks, the square footage and depth of each patch area, and the number of standard and accessible stalls. If it gives only a lump sum, ask for the quantities. Without them you cannot compare two bids.
Surface prep. Look for how the lot will be cleaned, whether oil spots will be primed, and whether vegetation will be pulled from cracks and edges. Sealer laid over dirt and oil does not bond.
Crack filling and patching. These lines should come before the sealcoat line, list the method (hot-pour crack sealant, standard patch, saw-cut full-depth patch) and name the areas. Divide each line by its quantity and compare it with the 1 to 3 per linear foot and 2 to 5 or 4 to 12 per square foot ranges.
Sealcoat. The proposal should name the type of sealer, the number of coats and whether drive lanes get an extra coat. Divide by the square footage and compare with 0.20 to 0.50.
Striping. It should say whether the existing layout is being repainted or a new layout is being laid out, and list stalls, accessible stalls, arrows, stop bars, crosswalks and fire-lane paint separately. Check the per-stall price against 5 to 20 and each accessible stall against 25 to 50.
